    TRAIN GUARDS ON LONDON'S UNDERGROUND RAILWAY WENT ON A 24-HOUR UNOFFICIAL STRIKE TODAY (TUESDAY) AND THE CAPITAL PREPARED FOR A DAY OF TRAFFIC CHAOS AS THOUSANDS OF COMMUTERS TOOK THEIR CARS TO WORK. FEWER THAN A THIRD OF THE TRAINS WERE RUNNING IN THE MORNING RUSH-HOUR, NONE AT ALL ON SOME LINES.

    THERE WERE NO SERVICES ON THIS SECTION OF THE CENTRAL LINE WHICH WOULD NORMALLY BE BRINGING WORKERS IN FROM WEST LONDON AT A RATE OF A TRAIN EVERY TWO MINUTES DURING THE PEAK HOUR.

    THE SITUATION WAS EXPECTED TO BE ESPECIALLY DIFFICULT TODAY AS THE STRIKE COINCIDED WITH THE STATE OPENING OF PARLIAMENT, AND TRAFFIC WAS RESTRICTED ON MAIN ROADS IN CENTRAL LONDON ON THE ROUTE THE QUEEN WAS SCHEDULED TO TAKE FROM BUCKINGHAM PALACE TO THE HOUSES PARLIAMENT.

    PARKING METRES AND RESTRICTIONS HAD BEEN EASED IN OTHER AREAS OF CENTRAL LONDON, BUT THE MINISTER OF TRANSPORT, MR. FRED MULLEY, YESTERDAY URGED PEOPLE TO LEAVE THE ROADS AND PARKING SPACES FOR BUSES AND THOSE WHO HAD NO CHOICE BUT TO USE CARS.

    THE GUARDS, WHO CONTROL THE TRAIN'S DOORS AND ARE RESPONSIBLE FOR SAFETY, ARE STRIKING TO GET A MILEAGE BONUS SIMILAR PAID TO DRIVERS.
