    In Namibia -- South West Africa -- the United Nations special envoy, Martti Ahtisaari, and the South African Administer-General of the territory, Judge Marthinus Steyn, have begun their formal discussions. Ahtisaari is to prepare a report on implementing the independence proposals for Namibia drawn up by five western nations.

    SYNOPSIS: Mr. Ahtisaari was greeted warmly by Judge Steyn at the Windhoek hotel here where the talks are taking place. Judge Steyn said he and the U.N. official had established mutual trust and a very friendly rapport. But the South African Governments has suspended final approval of the U.N. plan for Namibia, pending the outcome of Mr. Ahtisaari's mission.

    Mr. Ahtisaari made no comment after the first morning's session, which he attended with some of the 50 or so experts who have accompanied him to Namibia. But Judge Steyn said they had gone further than a mere discussion of working arrangements, although he would not elaborate.

    The United Nations delegation are in namibia merely on a fact-finding mission , Judge Steyn said. This is not an occasion, he went on, when there will be implementation of any of the proposals.
