    PORTUGAL HAS TOLD BRITAIN THAT NEW OIL STORAGE TANKS BEING BUILT AT BEIRA, MOZAMBIQUE, ARE FOR USE WITHIN MOZAMBIQUE AND NOT FOR OIL SUPPLIES TO RHODESIA, ACCORDING TO REPORTS IN LONDON. BRITAIN HAS ALREADY EXPRESSED CONCERN TO PORTUGAL ABOUT THE CONSTRUCTION OF THE TANKS AND REPORTS THAT OIL WAS REACHING RHODESIA VIA MOZAMBIQUE.

    BEIRA IS THE FOCAL POINT FOR OIL DELIVERIES TO RHODESIA, BECAUSE IT IS FROM BEIRA THAT OIL IS PIPED TO RHODESIA UNDER NORMAL CONDITIONS. HOWEVER SINCE THE OIL SANCTIONS WERE IMPOSED THE OIL STOPPED FLOWING, AND NO OIL HAS BEEN SENT DOWN THE PIPELINE SINCE DECEMBER.

    RECENTLY THERE HAS BEEN GROWING EVIDENCE THAT THE REBEL RHODESIAN GOVERNMENT EXPECTS SOON TO GET DELIVERIES OF OIL THROUGH BEIRA. AND RUMOURS HAVE GROWN SINCE CONSTRUCTION WORK BEGAN FOR THE ERECTION OF A NUMBER OF PREFABRICATED STORAGE TANKS THERE. THE TANKS ARE BEING PUT ON A PIECE OF LAND CLOSE TO THE BOUNDARY OF THE EXISTING OIL STORAGE PLANT AND THE BEGINNING OF THE PIPELINE WHICH RUNS FROM BEIRA TO THE RHODESIAN OIL REFINERY AT FERUKA, 186 MILES (300 KMS) AWAY. THE TWO FIRMS WHICH OWN THE EXISTING OIL STORAGE FACILITIES AT BEIRA ARE COMPLYING WITH THE SANCTIONS.

    TO DATE THERE HAVE BEEN MORE THAN 30 REPORTS IN THE BRITISH PRESS OF THE EXPECTED ARRIVAL OF A "PIRATE" OIL TANKER AT BEIRA BUT NONE OF THESE HAS MATERIALISED.

    RHODESIA IS LANDLOCKED SO HOLIDAYMAKERS SEEKING THE SEA FREQUENTLY TURN TO MOZAMBIQUE FOR THEIR HOLIDAYS. AND RECENTLY MR. SMITH ANNOUNCED A RELAXATION IN PETROL RATIONING FOR PEOPLE GOING ON HOLIDAY. THE STATEMENT, ISSUED BY THE MINISTRY OF COMMERCE AND INDUSTRY, SAID THAT PEOPLE WITH FIRM HOLIDAY BOOKINGS OUTSIDE RHODESIA WOULD BE ELIGIBLE FOR SUFFICIENT FUEL TO DRIVE THEM TO THE BORDER -- ONCE OVER THEY COULD OF COURSE FILL-UP WITH PETROL IN THE COUNTRY THEY WERE VISITING.

    THE OIL CRISIS, WHICH WAS REGARDED AS THE FACTOR OF WHICH SUCCESS OR FAILURE OF THE SMITH GOVERNMENT'S CONTROL DEPENDED, SEEMS TO HAVE NOW RECEDED A LITTLE, LARGELY AS A RESULT OF THE GROWING FLOW OF PETROLEUM SUPPLIES BY ROAD FROM SOUTH AFRICA AND BY RAIL THROUGH MOZAMBIQUE.
