Background: In an atmosphere of political carnival, July 20 Havana's normal population of 1.000.000 was swollen by the arrival of 500,000 peasants, thronging the streets awaiting the return of Dr. Fidel Castro from the Isle of Pines off southwestern Cuba. He is expected to Withdraw his resignation as Premier made July 17.
Tens of thousands of straw hatted 'Guajiros' (peasants) were called into the capital by Castro himself to help him celebrate the sixth anniversary of the founding of his 26th of July Movement. On that date in 1953 Dr. Castro led an attack against the Moncado Barracks in Santiago de Cuba.
Demands for him to return to office have swept most of Cuba. Government newspapers report thousands of telegrams, letters and telephone calls demanding his return to office. Signs in the streets proclaim 'Death of Fidel'
He surprised Cuba July 17 by tendering his resignation and forcing the resignation of President Manuel Urrutia. Castro accused Urrutia of counter-revolutionary activities, and that he had refused to reduce his own salary when all the Cabinet Ministers agreed to reduce theirs in support of the Government's economy drive. Dr. Castro said in Havana July 19, "The really serious charges that Cuba was laying itself open to a second front by Communism at the precise moment when Cuba was being attacked from abroad".
Dr. Castro reiterated that he was not a communist, but added; "We respect all ideologies and we do not persecute anyone".
The Cuban revolution was nether capitalistic nor communistic."
The new Cuban President is 45 year old Dr. Osvaldo Dorticas Torrado.
