    Last week Italy's parliamentary Inquiry Commission charged an ex premier (Mariano Rumor) two former defense ministers (Luigi Gui, a christian democrat and Mario Tanassi, a Social democrat) plus a one time chief of the air force with "serious corruption" in the Lookheed scandal case. The charges are the most serious ever made by the Inquiry commission, which also must decide if these charged should be put on trial.

    No minister or former minister has ever been tried for an illegal action said to have been committed while in office since the formation of the Italian republic after world war 11. When the commission meetings are completed and if it recommends trying the accused, parliament's two house (the Chamber of Deputies and the Senate) will meet jointly to decide whether to order Italy's highest judicial body, the Constitutional court, to carry out a trial. Todays hearing was to decide whether top Lookheed executives, such as Mr. Cowden, Mr. Bixby-smith and Mr. Carl Kotchain, all three americans, should also be charged with corruption. Mr. Cowden publicly admitted that he personally handed over payoff money to former defense minister Tanassi. The charges and decisions reached by the Inquiry Commission follow eight months of investigations into how 14 Lockheed C-130 Hercules military air transports were purchased for 60 million dollars at the end of the 1960s when Mr. Rumor was premier and Mr. Tnassi and Gui were defense ministers at different times. During the past months a three man delegation visited the united states twice to question witnesses and high Lockheed executives.

    Earlier this year, the U.S. Senate's Multinational Corporations Committee released a report saying that Lockheed had paid 1.8 million dollars in payoffs to ease sales in Italy.
