BUT WHEN THE ISLAND BROKE AWAY FROM MALAYSIA, SECRET TALKS HAD BEEN HELD BETWEEN THE GOVERNMENTS OF SINGAPORE AND INDONESIA ON THE RETURN OF THE BUILDING.
