    A SALUTE OF TWENTY-ONE GUNS WAS FIRED AS ITALY'S PRESIDENT MOVED SLOWLY FORWARD TO PLACE THE WREATH ON THE ANONYMOUS SOLDIER WHO REPRESENTS ALL AMERICA'S DEAD IN RECENT WARS.

    LATER IN THE DAY, PRESIDENT SEGNI WAS INVITED TO ADDRESS THE JOINT SESSION OF CONGRESS. HE CALLED FOR "RELENTLESS ACTION" IN SEEING WAYS OF IMPROVING INTERNATIONAL RELATIONS AND DECREASING THE RISKS OF WAR.
