AFTER INITIAL TALKS WITH MEMBERS OF THE CABINET, APRIL 11, THE SIX-MAN COMMISSION, HEADED BY MR.CHANDRA JHA OF INDIA, REPORTED IT HAD MADE LITTLE PROGRESS IN PERSUADING THEM TO CHANGE ITS POLICY THINKING IN REGARD TO SOUTHERN RHODESIA.

    LORD HOME, THE BRITISH FOREIGN SECRETARY, AND THREE MINISTERS WITH RESPONSIBILITIES IN CENTRAL AFRICA AT THE TALKS, GAVE NO REVELATIONS OF THEIR INTENTIONS, AND REPORTEDLY HELD OUT NO PROMISE OF CONSTITUTIONAL REVISION.

    THE COMMISSION, IN LONDON UNTIL THE WEEKEND, IS ACTING ON A 1960 UN DECLARATION ON THE GRANTING OF INDEPENDENCE TO COLONIAL TERRITORIES AND PEOPLES. SOUTHERN RHODESIA, CHOSEN AS THE FIRST SUBJECT OF INVESTIGATION BY THE UN, HAS ELECTIONS DUE THIS YEAR UNDER THE NEW CONSTITUTIONS. THE COMMISSIONS CASE IS THAT SOUTHERN RHODESIA - SELF-GOVERNING SINCE THE 1920'S - IS NOT FULLY SELF-GOVERNING, AND THAT THE NEW CONSTITUTION IS UNACCEPTABLE TO THE MASS OF THE POPULATION - AFRICANS.
