TRANSCRIPT: (SEQ 4) AMBASSADOR: "I AM A BORN OPTIMIST ON EVERYTHING."

QUESTION: "WAS THERE ANY DISCUSSION TODAY ABOUT THE DANGER OF SABOTAGE IN THE CANAL?"

AMBASSADOR: "NO, NO, THERE WAS NO TALK ABOUT THAT AT ALL. NEITHER WAS THERE YESTERDAY. WE'VE NEVER TALKED ABOUT THAT. THERE IS NO PROBLEM OF SECURITY INVOLVED AT THIS MOMENT."

QUESTION: "YOU SAY YOU ARE ENCOURAGED FOR A SETTLEMENT. HOW SOON DO YOU THINK?"

AMBASSADOR: "I DON'T KNOW, BUT I WISH IT WOULD BE VERY EARLY. SETTLEMENTS ARE NOT EASY TO REACH, WHEN PROBLEMS HAVE LASTED FOR SO MANY YEARS, AND THIS IS A 63-YEAR-OLD PROBLEM. THAT IS SOME TIME. IT MIGHT NEED 63 DAYS."

QUESTION: "WILL THE UNITED STATES, OR PANAMA, OR BOTH COUNTRIES HAVE TO BACK DOWN FROM THEIR STAND IN ORDER TO GET A SETTLEMENT?"

AMBASSADOR: "WELL, YOU DON'T NEED TO BACK DOWN IN ORDER TO REACH A SETTLEMENT. SOMETIMES YOU HAVE TO WORK TOGETHER FORWARD IN THE SAME PATTERN."

Background: THE INTER-AMERICAN PEACE COMMITTEE YESTERDAY (THURSDAY) MET PRESIDENT JOHNSON FOR FURTHER MEDIATORY TALKS IN THE UNITED STATES-PANAMA CRISIS. FORMED BY THE ORGANISATION OF AMERICAN STATES, THE COMMITTEE WAS LED BY ITS CHAIRMAN, MR. ENRIQUE TEJERA PARIS, THE VENEZUELAN AMBASSADOR.

AFTER THE MEETING, REPORTERS ASKED HIM WHAT PROGRESS WAS BEING MADE. THE AMBASSADOR REPLIED:
(BACKGROUND TO THE PROBLEM IS PANAMA'S DEMAND THAT THE UNITED STATES EXPRESS ITS WILLINGNESS TO RE-NEGOTIATE THE PANAMA CANAL TREATY OF 1903. THE UNITED STATES HAS AGREED TO "DISCUSSIONS" OF ALL MATTERS AFFECTING RELATIONS WITH PANAMA, BUT SO FAR HAS DECLINED TO COMMIT ITSELF TO REVISING THE TREATY. RIOTING TWO WEEKS AGO OVER THE FLYING OF THE PANAMANIAN FLAG IN THE U.S. PANAMA CANAL ZONE WAS REPORTED TO HAVE KILLED 23 PANAMANIANS AND FOUR AMERICANS.)
