    THE EUROPEAN ECONOMIC COMMUNITY AND THREE EAST AFRICAN STATES SEEKING AN ASSOCIATION AGREEMENT WITH IT HAVE REACHED AGREEMENT IN BRUSSELS. THE NEGOTIATION RESUMED LAST MONDAY 'MAY 27) AFTER A BREAK OF ALMOST ONE MONTH.

    THE EAST AFRICAN ARE KENYA, UGANDA AND TANZANIA. THEY RETURNED TO THE CONFERENCE TABLE AFTER FURTHER INSTRUCTIONS FROM THEIR GOVERNMENTS WHEN THE CONFERENCE SPOKE UP OVER FAILURE TO AGREE ON MUTUAL TRADE CONCESSIONS.

    AS YEST NO DATE HAS BEEN SET FOR THE OFFICIAL SIGNING OF THE NEW AGREEMENT. THE EUROPEAN ECONOMIC COMMUNITY IS LINKED UNDER THE YAOUNDE CONVENTION TO 18 AFRICAN STATES. THE 18 STATES HAVE INDICATED THEY ARE FAVOURING EXTENDING ASSOCIATION TO THE EAST AFRICAN COUNTRIES PROVIDED THE COMMON MARKET RESPECTED ITS COMMITMENTS TOWARDS ITS PRESENT ASSOCIATES.

    AT THE EARLIER BRUSSELS TALKS, COFFEE WAS ONE OF THE MAJOR STUMBLING BLOCKS. THE EAST AFRICANS WANTED THE COMMON MARKET TO IMPROVE ITS OFFER OF AN ANNUAL QUOTA BASED ON AN AVERAGE OF IMPORTS FROM THE THREE COUNTRIES OVER THE PAST THREE YEARS. THE E. E. C. DID NOT WANT THE EXPORTS TO INCREASE AT THE EXPENSE OF THE 18 STATES IN THE YAOUNDE CONVENTION.

    SYNOPSIS:
    IN BRUSSELS, THE HEADQUARTERS OF THE EUROPEAN ECONOMIC COMMUNITY, AGREEMENT HAS BEEN REACHED ON AN ASSOCIATION ARRANGEMENT WITH THREE EAST AFRICAN STATES. THE TALKS RESUMED LAST MONDAY (MAY 27) AFTER A BREAK OF ALMOST A MONTH. AS YET NO DATE HAS BEEN SET FOR THE OFFICIAL SIGNING OF THE NEW AGREEMENT.

    THE EAST AFRICAN DELEGATES RETURNED TO THE BRUSSELS CONFERENCE TABLE AFTER FURTHER INSTRUCTIONS FORM THEIR GOVERNMENT, THEN THE TALKS SPOKE UP OVER MUTUAL TRADE CONCESSIONS.
