    PAKISTANI AND INDIAN DELEGATIONS MET IN ISLAMABAD ON TUESDAY (24 FEB) FOR FOUR HOURS ON THE OPENING DAY OF THE FOURTH ROUND OF TALKS ON THE FARAKKA BARRAGE DISPUTE. THE 1.4-MILE (2.2 KILOMETRE) WIDE BARRAGE IS BEING CONSTRUCTED ACROSS THE GANGES IN INDIA JUST BEFORE THE RIVER ENTERS EAST PAKISTAN, AND PAKISTAN CLAIMS THAT IT WILL CUT OFF WATER VITALLY NEEDED FOR IRRIGATION.

    THE BARRAGE, BEING BUILT 230 MILES (368 KILOMETRES) UPSTREAM FROM CALCUTTA, WILL DIVERT 40,000 CUBIC FEET (ABOUT 1,130 CUBIC METRES) OF WATER A SECOND INTO THE RIVER HOOGHLY TO FLUSH AWAY SILT CLOGGING THE PORT.

    THE LEADERS OF THE DELEGATIONS, MR V.V. CHARI OF INDIA AND MR A.G.N. KAZI OF PAKISTAN, WHILE EXPRESSING HOPE FOR AN AMICABLE SETTLEMENT OF THE DISPUTE, INDICATED THE DIVERGENCE OF THEIR COUNTRIES' VIEWS IN THEIR APPROACH. MR KAZI CALLED ON HIS COUNTERPART TO HELP IN EVOLVING A FORMULA THAT COULD BECOME THE BASIS OF A FINAL SETTLEMENT BETWEEN INDIA AND PAKISTAN AT MINISTERIAL LEVEL, BUT EMPHASISED THE NEED TO ACCOMPLISH THIS BEFORE THE COMPLETION OF THE FARAKKA BARRAGE. MR CHARI, HOWEVER, SAID THAT SETTLEMENT OF THE DISPUTE SHOULD BE LINKED WITH THE RECONCILIATION OF INDIA'S OBJECTIONS TO PAKISTAN'S PROJECT ON THE PADMA.
