    After the tumultuous welcome he received following the uprising that brought him back to power in 1958, the reception given Dec 11 to President de Gaulle when he visited Tizi-Ouzou, Algeria, was comparatively cold.

    Despite heavy rain, more than 5,000 people crowded the town hall square, but nearly all were Kabyles, original inhabitants of this region.

    Speaking from the steps of the Town Hall, President De Gaulle said "I will do the best I can to build a new Algeria." Ending his two-minutes speech with "Vive les Kabyles", "Vive l'Algerie," and Vive ls France," he was greeted with cheers and applause from the Moslems, but shouts of "Algeria is French" came from a few Europeans at the back of the crowd.

    He then left for Bougie, on the coast, to continue the tour he began Dec 9, and which he has decided to curtail twenty-four hours ahead of schedule. He will return to Paris Dec 13.

    Meanwhile, rioting continues in Algiers, and the death roll after three days of clashes with security forces has reached 61, with four more killed in Oran.
