    West German Foreign Minister Von Brentano and his deputy, Hilger van Scherpenberg, called newsmen together at the Foreign Ministry Dec 12 to tell them that a proposed trade pact with the Soviet Union had been postponed because the two nations failed to agree on the status of West Berlin's economy.

    The West Germans wanted assurance from the Soviets through a "Berlin clause" that the economy of West Berlin would continue to be treated as part of West Germany. They felt this was one way of getting the Russians to relieve the pressure on the isolated city.

    Earlier the same day, the Soviet delegation led by Deputy Foreign Trade Minister Andrei Borisov, had said the agreement was ready for signature. The Russians arrived on time but after two hours haggling in the Ministry conference room both delegations emerged and said the signing had been postponed.

    Negotiations for a new pact began Oct 17. The old agreement expires Dec 31.
