    MCHENRY:"It seems to us essential that, for a lasting resolution of this conflict, that both sides should solemnly undertake not to interfere in the internal affairs of the other. All of us must be opposed to the dismemberment of Iran. The United States believes that the cohesion and stability of Iran is in the interests of the stability and prosperity of the region as a whole. The national integrity of Iran is today threatened by the Iraqi invasion. The position of the United States from the beginning of this dispute has been clear. We will not take sides, but to declare that we will not take sides is not to declare that we remain aloof, or that we do not recognise our responsibilities or the responsibilities of this organisation."



    KITTANI:"I simply want, in answer to what the representative of the United States said, to read perhaps the last sentence of the last statement of my Foreign Minister before this Council and I wrote him from the (INDISTINCT) of this Council number 2251. My Foreign Minister said and I quote 'Despite the military situation that we are now in, we reaffirm again that we have no territorial ambitions in Iran, but we insist on the territorial integrity of Iraq in land and water and non interference in our internal Affairs.'"



    ARDAKANI:"With respect to war, which int he world knows, that the acts and deeds of the aggressor (Iraq) invaders the (INDISTINCT) of the charter, and the principal does not match their claims. The claims here it certainly does not match the claim of their invading bodies. Just yesterday, the Vice Premier of their government (Iraq) stated that they had intention to occupy a portion of my country, and to stay in it to use it as a negotiation weapon. I think what is started here is this body has no other intention except deceiving the world body."

    Background: The United Nations Security Council, debating the war between Iraq and Iran, had on Friday (24 October) yet to produce a formal proposal for dealing with the conflict. The debate began on Thursday (23 October). But since the fifteen-nation body voted unanimously on the 28th of September to call for an end to the fighting, no draft resolution has been formulated. The Iraqi Under Secretary for Foreign Affairs, Ismat Kittani, and the Chairman of the Iranian delegation, Ali Shams Ardakani, made brief statements to the Council.
