    THE NORTH KOREAN GOVERNMENT YESTERDAY (SATURDAY) RELEASED TWO AMERICAN PILOTS - EXACTLY A YEAR AFTER THEY WERE FORCED DOWN IN COMMUNIST TERRITORY. THE MEN ARE CAPTAIN BEN STUTTS OF ALABAMA, AND CAPTAIN CHARLTON VOLTZ OF MICHIGAN.

    THE HAND-OVER TOOK PLACE AT THE PANMUNJON JOINT SECURITY AREA, AFTER ONE OF THE REGULAR MEETINGS BETWEEN THE TWO SIDES. COLONEL CHOO KYUNG HAN, CHIEF COMMUNIST DELEGATE TO THE ARMISTICE COMMISSION SAID THE PILOTS 'FLAGRANTLY' VIOLATED THE KOREAN ARMISTICE BY INTRUDING INTO NORTH KOREAN AIR SPACE, AND BOTH HAD ADMITTED BEING ON AN ESPIONAGE MISSION. COLONEL PAUL HINKLEY, CHIEF SECRETARY OF THE U.N. MILITARY ARMISTICE COMMISSION DELEGATION SAID THE TWO PILOTS' WERE NOT ENGAGED IN ESPIONAGE' BUT HAD BEEN CHECKING BORDER MARKERS.

    COLONEL HAN REJECTED A U.N. REQUEST FOR THE RETURN OF THEIR HELICOPTER BECAUSE IT WAS A MILITARY WEAPON USED IN AN ESPIONAGE MISSION'.
