    THE NIGERIAN FEDERAL LEADER, MAJOR GENERAL YAKUBU GOWON, VISITED THE CAPTURED BISFRAN CAPITAL OF ENUGU LAST WEEK (18 FEBRUARY) -- THE FIRST TIME THE NIGERIAN HEAD OF STATE HAS MADE A VISIT TO THE WAR FRONT.

    THE VISIT COINCIDED WITH A STATEMENT BY FEDERAL FINANCE COMMISSIONER CHIEF OBAFEMI AWOLOWO (MADE ON FEBRUARY 20TH) THAT NIGERIA PLANS TO MOBILIZE ALL ITS AVAILABLE RESOURCES TO END THE WAR AGAINST SECESSIONIST BIAFRA AS SOON AS POSSIBLE.

    THERE WERE ALSO REPORTS FROM DIPLOMATIC SOURCES THAT FEDERAL FORCES HAVE FOR SEVERAL WEEKS BEEN STOCKPILING THEIR BIGGEST ARMS SUPPLIES SINCE THE WAR BEGAN IN APPARENT PREPARATION FOR A NEW OFFENSIVE.

    GENERAL GOWON ADDRESSED 1,500 TROOPS OF THE FIRST DIVISION, NIGERIAN ARMY, AND PAID TRIBUTE TO THEIR DISCIPLINE AND SMARTNESS. HE REMINDED THE SOLDIERS THAT IT WAS THEIR DUTY TO FIGHT THOSE WHO WERE ARMED AND WHO ATTACKED THEM; IT WAS ALSO THEIR DUTY TO PROTECT AND ASSIST ALL THOSE WHO WERE UNARMED AND SURRENDERED TO THEM.

    HE URGED THE SOLDIERS TO REMEMBER ALWAYS THAT AT THE END OF THE WAR THE NIGERIAN NATION WOULD HAVE A GREAT TASK OF RECONCILIATION, RECONSTRUCTION AND REHABILITATION OF IT.

    GENERAL GOWON WAS GREETED AT ENUGU AIRPORT BY THE ADMINISTRATOR OF THE LIBERATED AREAS OF THE CENTRAL EASTERN STATE, MR. UKPABI ASIKA, AND COLONEL SHUWA, THE DIVISIONAL COMMANDER.

    WHILE IN ENUGU, GENERAL GOWON VISITED THE SICK AND WOUNDED IN MILITARY AND CIVILIAN HOSPITALS.

    ON HIS RETURN TO LAGOS, GENERAL GOWON HAS A BRIEF MEETING WITH THE GHANAIAN HEAD OF STATE, GENERAL ANKRAH, WHO WAS RETURNING FROM HIS STATE VISIT TO KENYA.

    GENERAL GOWON SAID IN LAGOS THAT FEDERAL TROOPS WERE MORE WILLING THAN EVER TO CRUSH THE BIAFRAN REBELLION. HE SAID HE HAD EFFICIENT COMMANDERS WHO WERE VERY RELIABLE AND COULD BE TRUSTED ABSOLUTELY.

    LATER (FEBRUARY 20) GENERAL GOWON APPEALED TO ALL INTERNATIONAL RELIEF ORGANISATIONS TO CHANNEL AID FOR WAR VICTIMS THROUGH THE FEDERAL GOVERNMENT'S OWN RELIEF ORGANISATION, THE NATIONAL REHABILITATION COMMISSION. HE SAID THAT HUMANITARIAN ACTIVITIES UNDER THE COVER OF DARKNESS WERE PROLONGING THE CIVIL WAR UNNECESSARILY.
