    NEW TALKS TO BREAK THE DEADLOCK OVER THE RHODESIAN INDEPENDENCE ISSUE ARE CONTINUING IN SALISBURY BETWEEN THE BRITISH MINISTER OF STATE FOR COMMONWEALTH RELATIONS, MR. CLEDWYN HUGHES, AND THE RHODESIAN PRIME MINISTER, MR. IAN SMITH. MR. HUGHES ARRIVED FOR A WEEK'S VISIT TO SALISBURY ON WEDNESDAY.

    WHEN MR. HUGHES ARRIVED IN SALISBURY -- ONLY 24 HOURS AFTER HIS VISIT HAD BEEN ANNOUNCED -- HE SAID IT WAS HIS SINCERE HOPE THAT THE VISIT WOULD TAKE BRITAIN AND RHODESIA A STEP NEARER TO A NEGOTIATED SETTLEMENT OF THE ISSUES BETWEEN BRITAIN AND RHODESIA OVER RHODESIA'S INDEPENDENCE. THE FIRST MEETING BETWEEN MR. HUGHES AND MR. SMITH ON WEDNESDAY LASTED AN HOUR AND A HALF.

    ALTHOUGH THE TALKS ARE SECRET, THE BELIEF WITHIN MR. SMITH'S PARTY, THE RHODESIAN FRONT, IS REPORTED TO BE THAT BRITAIN IS SEEKING A FIRM GUARANTEE FROM THE RHODESIAN GOVERNMENT THAT, IF GRANTED, INDEPENDENCE WILL NOT ALTER THE CONSTITUTION. THIS ALLOWS FOR AN AFRICAN MAJORITY IN THE RHODESIAN PARLIAMENT -- WHICH THE RHODESIAN GOVERNMENT HAS OPPOSED.
