    Background: INTRODUCTION: Djibouti President Hassan Gouled arrived in Somalia from South Yemen on Friday (10 April) on an eight day official visit for talks with President Siad Barre.

    SYNOPSIS: The Djibouti President was greeted at the airport by Somali leader Siad Barre. His visit comes hits two months after his official stay in Ethiopia, which is fighting Somali-backed guerrillas in the Ogaden desert, leading to speculation among local officials that the Djibouti leader may be involved in some kind of mediation effort.

    On his way to Mogadishu, the Djibouti leader stooped in South Yemen, which has been accused by Somalia of supplying troops to Ethiopia for use in the Ogaden conflict. Refugees from the Ogaden are a major problem for both Somalia and Djibouti. Somalia and Ethiopia have had a long-running quarrel over the ethnically Somali Ogaden region of East Ethiopia over which they fought a war from 1977-1978. President Hassan Gouled also had talks last month with the Chairman of the Organisation of African Unity (OAU), Sierra Leone president Siaka Stevens, who was on a ten-nation tour to discuss the situation in the Horn of Africa.
