Background: Dr. Martin Luther King Jr, the best known Civil rights leader in the United States, formally launched his drive to win equality for Negroes in the North on Saturday (12 March) in Chicago. The 1964 Nobel Prize winner has chosen Chicago as the launching place for his crusade, because more Negroes live in that city than in any other city in the nation.

Dr. King told a crowd of 13,000 persons at the Freedom Festival rally that "while the South bursts forth with the dynamic vibrancy of a new democracy, the Negro in the North finds himself increasingly pressed down by the cruel weight of vicious and discriminatory forces."
He said that in many respects the discrimination in the North is worse than in the South, because the Negro who leaves the South goes with a feeling that he's on a journey to the "Promised Land." But, he added, when the Negro gets to the big northern city he finds himself horded into a ghetto, and living under horrible conditions. So, Dr. King said the Negro becomes frustrated and often time bitter. "And he wants to strike out at his oppressors."
The Reverend King reminded the audience that through non-violent tactics the Negro has been able to change a way of life (speaking of the South). He said the same methods must be employed in the North.

Dr. King also said that the government must play an important role in helping the Negro win equality; that the "bootstrap:" philosophy can not work for a man who has been given an inferior education, who has lived in a slum all of his life, and who has lost hope. He emphasized that kind of man needs help.

He said his crusade hopes to put an end to slums in Chicago and bring about racial justice in that city. This will be achieved, he said, even if it means breaking certain "unjust" laws from time to time.
