    THE UNITED ARAB REPUBLIC'S NATIONAL ASSEMBLY IN CAIRO TODAY (MONDAY) EMPOWERED PRESIDENT GAMAL ABDEL NASSER TO RULE BY DECREE DURING THE PRESENT CRISIS IN THE MIDDLE EAST. IN CAIRO YESTERDAY, PRESIDENT NASSER TOLD A PRESS CONFERENCE THAT THE U.A.R. WOULD SEAL OFF THE SUEZ CANAL IF ANY OTHER COUNTRY INTERVENED IN A WAR BETWEEN THE ARAB STATES AND ISRAEL.

    PRESIDENT NASSER GAVE THE IMPRESSION OF BEING COMPLETELY RELAX AS HE ANSWERED A BARRAGE OF QUESTIONS FROM THE WORLD PRESS FOR 80 MINUTES BEFORE HURRYING OFF TO AN IMPORTANT MEETING AT THE ARMED FORCES HEADQUARTERS IN CAIRO. THE PRESIDENT TOLD THE NEWSMEN THAT NEGOTIATIONS ON CO-EXISTENCE WITH ISRAEL WERE NOT POSSIBLE. THE ARABS WANTED A PEACE BASED ON JUSTICE -- A PEACE WHICH WOULD ALLOW PALESTINE ARABS TO RETURN TO THEIR HOMELAND, HE SAID.

    PRESIDENT NASSER ACCUSED THE UNITED STATES, BRITAIN, CANADA AND WEST GERMANY OF SUPPORTING ISRAEL IN THE CURRENT CRISIS AND REJECTED THE ANGLO-AMERICAN CONTENTION THAT THE VITAL STRAITS OF TIRAN LEADING TO THE GULF OF AQABA AND ISRAEL'S KEY POINT OF EILAT, WERE INTERNATIONAL WATERS. THEY WERE EGYPTIAN HE REPEATED, AND AN ATTEMPTS TO INTERFERE WITH EGYPTIAN SOVEREIGNTY WOULD LEAD TO ??? REPERCUSSIONS.

    THE PRESIDENT SAID THAT IF THE UNITED STATES WENT TO ISRAEL'S AID IT WOULD BE AGGRESSION AGAINST THE ARAB STATES, BUT HE WOULD NOT CALL FOR SOVIET HELP. HE SAID HE DID NOT WANT A CONFRONTATION BETWEEN THE UNITED STATES AND THE SOVIET UNION, AS IT WOULD MEAN A WORLD WAR.
