    FEARING VIOLENT INCIDENTS DURING THE JULY 26 CONSTITUTIONAL REFERENDUM, TROOPS AND POLICE WERE MOVED INTO AFRICAN TOWNSHIPS THROUGHOUT SOUTHERN RHODESIA. AT HARARE, SALISBURY'S LARGEST AFRICAN TOWNSHIP, AFRICAN TROOPS AND EUROPEAN OFFICERS MOVED IN AT DUSK, JULY 19 QUICKLY SET UP CAMP, AND ORGANIZED PATROLS THROUGH THE STREETS.

    SIR EDGAR WHITEHEAD, PRIME MINISTER OF SOUTHERN RHODESIA, SAID THE TROOPS MOVEMENTS WERE ORDERED "BECAUSE OF THE INTOLERABLE THREATS THAT MOVE RECENTLY BEEN MADE TO MODERATE AFRICANS AND THEIR FAMILIES". HE WARNED THAT THOSE WHO PREACHED A POLICY OF RACIALISM AND NATIONALISM, AND STEPPED OUTSIDE THE LAW, WOULD GET "HURT".

    MR. JOSHUA NKOMO, PRESIDENT OF THE NATIONAL DEMOCRATIC PARTY, ANNOUNCED IN SALISBURY JULY 20 THAT HIS PARTY WAS PLANNING COUNTRYWIDE POLITICAL DEMONSTRATIONS FOR JULY 26. EVEN IF THE CONSTITUTIONAL PROPOSALS WERE ACCEPTED, HE SAID, THE N.D.P WOLD CONTINUE ITS CAMPAIGN, WITH THE AIM OF CREATING SUCH INSTABILITY THAT THE BRITISH GOVERNMENT WOULD BE FORCED TO SUSPEND THE CONSTITUTION.

    THREE DAYS BEFORE THE CONSTITUTIONAL REFERENDUM, THE N.D.P. PLAN TO HOLD AN "UNOFFICIAL" REFERENDUM, AND A OFFICIAL ANNOUNCEMENT ISSUED IN SALISBURY SAID THAT ON THAT DAY TWO TERRITORIAL BATTALIONS WOULD BE CALLED-UP FOR A 24-HOUR TRAINING PERIOD.
