    IN DAR-ES-SALAAM TODAY (FRIDAY), PRESIDENT JULIUS NYERERE SAID TANZANIA WOULD NOT ATTEND THE AFRO-ASIAN HEADS OF STATE CONFERENCE IN ALGIERS, SCHEDULED ON NOVEMBER 5.

    HE TOLD REPORTERS: "CIRCUMSTANCES ARE UNFAVOURABLE." PRESIDENT NYERERE SAID THE CONFERENCE MUST HAVE THE IMPACT OF BANDUNG, WHERE THE FIRST AFRO-ASIAN CONFERENCE WAS HELD IN 1955, BUT, HE ADDED "IT WOULD BE A QUARRELLING CONFERENCE IF ALL COUNTRIES ATTENDED."
    AFRICAN AND ASIAN FOREIGN MINISTERIAL DELEGATES WILL MEET IN ALGIERS TOMORROW TO DECIDE WHETHER TO HOLD THE HEADS OF STATE CONFERENCE. A NUMBER OF COUNTRIES, INCLUDING THE PEOPLE'S REPUBLIC OF CHINA, ARE PRESSING FOR POSTPONEMENT.

    A PLENARY SESSION FOR THE FOREIGN MINISTERS WAS TO HAVE BEEN HELD LAST NIGHT, BUT ON 26 OF 46 EXPECTED DELEGATIONS HAD ARRIVED.

    (IT WAS ANNOUNCED IN KATMANDU TODAY THAT KING MAHENDRA OF NEPAL HAS A THROAT AND SINUS INFECTION AND WILL NOT ATTEND THE PROPOSED NOVEMBER SUMMIT TALK.)
