    Background: Leopoldville, a city of riots and plunder in the past weeks is now undergoing a police sweep as Africans who have come to Leopoldville from outlying areas in the Belgian Congo are checked by police and army troops for work and travel cards. Without them, the natives are illegal entrants to the city.

    The combined forces of police and army conduct their operations at night, sweeping on the native quarters and moving in by to examine question the Africans. When the troops have moved in the area is sealed off and nearby dwelling houses are searched for stolen goods.

    A large number of African youths have come to Leopoldville illegally -- most of them to try and find work. One man was found in possession of four pairs of new shoes.

    Natives without proper papers or found with stolen goods were taken away by truck to the district from where they came. Natives who for the past year were jobless were also sent back home.

    350 officers and 200 policemen checked passes and examined and question natives. More than 200 were taken during eight hours in one are of Dendale.

    It is in this place the that Mayor, Mr. Kasavubu, has been imprisoned pending charges in connection with the January riots.

    Leopoldville, is now more or less, a city of peace. But only last month Africans and police met in bloody clash. After 34 deaths and scores of injured, calm returned to Leopoldville -- a calm supported by tensed patrolling. Today the police are weeding out the drifters from the criminals -- separating looters who plundered and robbed during riots from the young men urged by their tribes to go to Leopoldville to try and get work. They are not criminals in any sense of the word - they just don't have the right permit.
