Background: Delegates from Egypt and Israel were among scientists meeting in the Sicilian town of Syracuse on Tuesday (5 June) to discuss solutions to "increasing international terrorism".

The delegates are members of the International Institute of Criminal science, which is holding the 12-day meeting to discuss such matters of international concern as political assassinations, air piracy, civil wars and diplomatic kidnappings.

Particular importance is being given to the first-even confrontation between representatives of the two sides in the Middle East conflict. Professor Yoram Dinnestein of Tel Aviv University and Professor Gamal-el-Din of Egypt's Ain-Shams University will discuss "guerrilla warfare" and "wars of liberation" with reference to the Arab-Israeli confrontation.

The symposium was opened by the President of the Institute of Criminal Science and of the International Association of Penal Law, Professor Pierre Bouzat of Rennes University in France.

The first point discussed was that of the necessity of creating special international tribunals to deal with hijackers and the countries that support them. The symposium was told that 49 passengers have been killed or injured by hijackers during the past ten months.

SYNOPSIS: Leading United States Criminologist, Professor Frank Newman was the first speaker at a meeting of the International Institute of Criminal Science in the Sicilian town of Syracuse on Tuesday. The twelve-day meeting was called to try and find solutions to world-wide problem of guerrilla actions.

Delegates from thirty-five countries attended the symposium, among them representatives from Mexico, France, and The People's Republic of China.

The first point discussed was the problem of air piracy. The conference was told that forty-nine passengers had been killed or wounded by hijackers during the past ten months alone.

Israel sent a speaker, Professor Yoram Dinnestein of Tel Aviv University.

Together with Egypt's Professor Gamal-el-Din, he will discuss guerrilla warfare in relation to the Arab-Israeli conflict.
