    BANYORO AND BAGANDA TRIBESMEN SHOUTED "FREEDOM" SLOGANS AND BROKE INTO WAR CHANTS WHEN THREE BRITISH PRIVY COUNCIL COMMISSIONERS ARRIVED AT MUBENDE, UGANDA, JANUARY 22ND, TO LISTEN TO EVIDENCE WHICH WILL HELP THEM TO REACH A SETTLEMENT OF THE 70-YEAR-OLD "LOST COUNTIES" DISPUTE BETWEEN THE KINGDOM OF BUNYORO AND THE KINGDOM OF BUGANDA.THE RIVAL TRIBES CARRIED PLACARDS AND SHIELDS.THE BAGANDA CLAIMED: "WE LIVE IN PEACE IN BUGANDA" AND THE BANYORO CLAIMED: "WE HATE BLACK COLONIALISM".

    CHAIRMAN OF THE COMMISSION IS LORD MOLSON.LORD LISTOWEL, THE LAST GOVERNOR-GENERAL OF GHANA, AND LORD WARD OF WITLEY ARE THE OTHER MEMBERS.WHEN THE COMMISSION ARRIVED IN UGANDA AT THE BEGINNING OF ITS THREE-WEEK VISIT, LORD MOLSON SAID THEY WOULD START WORK "WITH AN ENTIRELY CLEAN SHEET" AND HE DID NOT RULE OUT ANY POSSIBILITY THAT MIGHT LEAD TO A PEACEFUL SOLUTION.THIS INCLUDED RECOMMENDING A REFERENDUM IN SOME OR ALL OF THE SIX COUNTIES WHICH FORMED PART OF THE KINGDOM OF BUNYORO UNTIL BRITAIN AWARDED THEM BUGANDA NEARLY 70 YEARS AGO.LAST YEAR THE MUNSTER COMMISSION RECOMMENDED A REFERENDUM IN THREE COUNTIES BUT MR.MACLEOD, WHEN COLONIAL SECRETARY, SAID IT WAS "IMPRACTICABLE".HIS REASON WAS REPORTED TO BE THAT BUGANDA WOULD NOT RECOGNISE THE RESULTS OF SUCH A REFERENDUM.

    THE PEOPLE OF BUNYORO, WHO ALSO CLAIM THE BUGANDA AUTHORITIES DISCRIMINATE AGAINST THEM, WANT THE DISPUTE, WHICH AFFECTS SOME 6,000 SQUARE MILES, TO BE SETTLED BEFORE UGANDA ACHIEVES SELF-GOVERNMENT AND FULL INDEPENDENCE LATER THIS YEAR.THE COMMISSIONERS HAVE BEEN TOLD THAT IF THE BRITISH LEAVE BEFORE RETURNING THE COUNTIES TO BUNYORO THEN ITS PEOPLE WOULD RESORT TO FORCE.THIS HAS BEEN COUNTERED BY A SPOKESMAN OF THE KABAKA OF BUGANDA SAYING THAT FORCE WOULD BE MET WITH FORCE, AND WHEN THE BANYORO WERE CONQUERED ALL THEIR POSSESSIONS WOULD BE CONFISCATED.
