    SENEGAL CELEBRATED THE 10TH ANNIVERSARY OF ITS INDEPENDENCE FROM FRANCE ON SATURDAY (APRIL 4) WITH A PARADE OF SCHOOL CHILDREN, PARTY MEMBERS AND TROOPS.

    THE PARADE MADE ITS WAY FLONG AVENUE DU GENERAL DE GUALLE, A BROAD AVENUE BUILT IN 1957 TO MARK THE CENTENARY OF THE CITY OF DAKAR.

    MINISTERS FROM FRANCE, CAMEROUN, THE CENTRAL AFRICAN REPUBLIC, CONCO-KINSHASA, IVORY COAST, GABON, GINEA, MALI, MOROCCO, CHAO AND TUNISIA WERE PRESENT AT THE CELEBRATION WHICH BEGAN ON FRIDAY WITH A REGATTA.

    SATURDAY'S EVENTS INCLUDED A TORCHLIGHT PROCESSION THROUGH CITY STREETS AND A RECEPTION BY PRESIDENT LEOPOLD SEDAR SENGHOR.

    ON FRIDAY NIGHT PRESIDENT SENGHOR ADDRESSED THE NATION, AND SPOKE ABOUT SENEGAL'S HISTORY AND PROGRESS DURING THE PAST TEN YEARS. SENEGAL HAS HAD THREE DIFFERENT REGIMES DURING THE DECADE: THE PARLIAMENTARY REGIME FROM 1960 TO 1962, THE PRESIDENTIAL REGIME FROM 1963 TO 1970, AND NOW THE EXPERIMENTAL FORM OF GOVERNMENT WHICH HAS BOTH A PRESIDENT AND A PRIME MINISTER (MR. ABDOU DIOUF).

    SENEGAL HAS HAD THREE FOUR-YEAR PLANS FOR ECONOMIC AND SOCIAL DEVELOPMENT, AND PRESIDENT SENGHOR EXPRESSED HIS SATISFACTION WITH THEIR RESULTS. GENERAL PRODUCTION HAS INCREASED, AND AGRICULTURAL METHODS HAVE IMPROVED. STATE EDUCATION HAS BEEN PROVIDED FOR ABOUT 250,000 PEOPLE, (IN 1968) AS CONTRASTED WITH 80,000 IN 1959, AND THE GOVERNMENT'S HOUSING POLICY HAS BUILT 9,000 MODERN BUILDINGS.

    ON THE SUBJECT OF FINANCE PRESIDENT SENGHOR SAID THAT SENEGAL WAS FORTUNATE IN HAVING ITS CURRENCY ALLIED TO THE FRANC. HE PRAISED GENERAL DE GAULLE FOR HIS HISTORICAL PERSPECTIVE, HIS COURAGE AND GENEROSITY, WITHOUT WHICH THE NATION WOULD NOT BE WHAT IT IS TODAY. THE PRESIDENT SAID HE WAS HIMSELF LOOKING TO THE FUTURE, AND PLANS FOR THE NATION'S DEVELOPMENT WERE BEING DRAWN UP FOR AS FAR AHEAD AS THE YEAR 2000.

    HE ALSO PAID HOMAGE TO THE YOUTH IN WHOSE HANDS THE FUTURE LIES AND TO THE ARMY, WHICH HE SAID HAS GIVEN IN EXAMPLE OF CIVIC SPIRIT, INTEGRITY AND RESPECT FOR THE LAWS OF THE CONSTITUTION WHICH WAS RARE IN AFRICA.
