    TANZANIANS YESTERDAY (THURSDAY) BEGAN FIVE DAYS OF CELEBRATIONS MARKING THE SECOND ANNIVERSARY OF THE SIGNING OF THE ARUSHA DECLARATION -- A MANIFESTO SETTING OUT THE COUNTRY'S CREED FOR SOCIALISM AND SELF-RELIANCE. THE CELEBRATIONS STARTED WITH YESTERDAY'S VAST PROCESSION THROUGH DAR-ES-SALAAM TO A "BIAFRA DAY" RALLY.

    AS LAST YEAR, THE ANNIVERSARY CELEBRATIONS ARE BEING OBSERVED AS A NATIONAL YOUTH FESTIVAL, EMPHASISING YOUTH'S KEY ROLE IN REALISING THE AIMS OF THE MANIFESTO. THE EVENTS ARE BEING ORGANISED BY THE RULING TANGANYIKA AFRICAN NATIONAL UNION (TANU) PARTY'S YOUTH LEAGUE, WHOSE MEMBERS ARE TERMED "GREEN GUARDS OF TANZANIAN SOCIALISM."
    YESTERDAY'S MARCH CULMINATED IN THE "BIAFRA DAY" RALLY AT WHICH ZANZIBAR LEADER ABEID KARUME, TANZANIAN FIRST VICE-PRESIDENT. OFFICIATED AT A HANDING-OVER CEREMONY OF CASH AND CLOTHING TO THE BIAFRAN REPRESENTATIVE IN EAST AFRICA, MR AUSTIN OKWU. THE CHEQUE -- WORTH APPROXIMATELY GBP13,000 STERLING -- WAS HANDED TO THE BIAFRAN REPRESENTATIVE BY TANU YOUTH LEAGUE SECRETARY-GENERAL, MR JOSEPH NYERERE.

    THE CELEBRATIONS WILL END NEXT WEDNESDAY WITH A MASS RALLY AND DISPLAY IN THE BANNER-DRAPED CAPITAL BY 5,700 YOUNG PEOPLE ELABORATELY DRILLED BY EXPERTS. PRESIDENT JULIUS NYERERE IS EXPECTED TO ADDRESS THE RALLY.
