Background: AMID A FLURRY OF SPECULATION, THE PREMIER OF BURMA, U NU, ARRIVED IN NEW DELHI, JANUARY, 11TH, AT THE START OF A SIX-DAY STATE VISIT TO INDIA.

OFFICIALLY, THE BURMESE LEADER, WHO IS A DEVOUT BUDDHIST, WENT TO INDIA TO VISIT RELIGIOUS CENTRES THROUGHOUT THE COUNTRY. HOWEVER, MANY OBSERVERS BELIEVE THAT U NU IS ACTING AS PEACEMAKER IN THE BORDER DISPUTE BETWEEN INDIA AND CHINA AND THAT HE IS CARRYING A MESSAGE TO MR. NEHRU FROM CHINESE LEADER CHOU EN LAI. MR. NEHRU, IS WAS THOUGHT, WOULD FOLLOW U NU ON SOME OF HIS TRAVELS THROUGH INDIA, AND THAT THE TWO LEADERS WOULD HOLD SEVERAL PRIVATE TALKS ON THE BORDER TROUBLES.

SINCE THE PEACEFUL SETTLEMENT OF A SIMILAR PROBLEM ALONG HIS OWN BORDERS WITH CHINA, U NU IS CONSIDERED THE IDEAL MEDIATOR WHO WOULD BE ACCEPTABLE TO BOTH CHINESE AND INDIANS.

THE DAY BEFORE THE BURMESE LEADER'S ARRIVAL, MR. NEHRU HINTED THAT FOR THE FIRST TIME HIS FORCES WERE PLANNING TO HIT BACK AT THE CHINESE OUTPOSTS WHICH HE SAYS HAVE BEEN BUILT UP TO TWELVE MILES INSIDE INDIA'S NORTHERN BORDERS.
