THE RALLY WAS RUN BY A GROUP CALLING ITSELF THE "NATIONAL COMMISSION FOR AMNESTY OF POLITICAL PRISONERS, DEPORTEES, AND PERSECUTED".

    THE GROUP SEEKS AN AMNESTY FOR DOMINICANS WHO WERE IMPRISONED OR WHO FLED THE COUNTRY WHEN THE REGIME OF JUAN BOSCH WAS DEPOSED LAST YEAR. ABOUT ON THOUSAND YOUTHS MOSTLY STUDENTS, TURNED OUT TO HEAR THE PRINCIPAL SPEAKER, EDUARDO SANCHEZ CABRAL, FORMER DOMINICAN AMBASSADOR TO THE ORGANIZATION OF AMERICAN STATES AND PRESENTLY HEAD OF THE COMMISSION.

    SHORTLY AFTER THE RALLY, A DOUBLE-DECKER BUS FILLED WITH STUDENTS RETURNING FROM THE RALLY DROVE THROUGH SANTO DOMINGO. THE YOUTHS, CHANTING PRO-AMNESTY SLOGANS WERE REPORTEDLY IN A HOLIDAY MOOD. SUDDENLY, TWO POLICE TRUCKS FILLED WITH RIOT POLICE CONVERGED ON THE BUS. THE POLICE FIRED TEAR GAS AT IT AND ARRESTED ABOUT 100 OF THE STUDENTS AS THEY TRIED TO ESCAPE.

    A STUDENT SPOKESMAN SAID LATER THAT THE POLICE ACTIONS WAS ENTIRELY UNPROVOKED. IT WAS NOT IMMEDIATELY CLEAR WHY THE ARRESTS HAD BEEN MADE ... OR WHEN THE STUDENTS WOULD BE RELEASED.
