    IN THE COURSE OF A 40-DAY TOUR OF AFRICA, UNITED STATES UNDER-SECRETARY OF STATE FRO AFRICAN AFFAIRS, MR. JOSEPH PALMER, MADE A TWO-DAY STOP IN SENEGAL. ON WEDNESDAY, MR. PALMER WAS WELCOMED AT THE PRESIDENTIAL PALACE IN DAKAR BY PRESIDENT LEOPOLD SENGHOR.

    DURING HIS STAY, MR. PALMER VISITED A HOUSING PROJECT IN DAKAR AND A WELL-DIGGING SCHEME WHICH IS PARTLY FINANCED BY THE UNITED STATES.

    IN HIS TALKS WITH PRESIDENT SENGHOR, THE U.S. UNDER-SECRETARY DISCUSSED DEVELOPMENT PROBLEMS AND FUTURE CO-OPERATION BETWEEN THE U.S. AND AFRICAN STATES.

    DURING THE DISCUSSIONS WITH THE PRESIDENT, MR. PALMER WAS ACCOMPANIED BY THE U.S. AMBASSADOR TO SENEGAL, MR. DEAN BROWN.
