    Foreign Ministers have been gathering in Paris for Monday's conference to endorse and guarantee the Vietnam peace agreement. Several arrivals yesterday (Saturday) were routed in through the military airport of Bretigny because of the strike of civilian air traffic controllers in France.

    United States Secretary of State William Rogers said on arrival that the conference presented a unique opportunity for constructive international action. And a statement by Chinese Foreign Minister Chi Peng-fei -- holding out similar hopes for the success of the conference -- was interpreted as an indication of the understanding between Peking and Washington on the aims of the conference.

    Soviet Foreign Minister Andrei Gromyko, who flew into Le Bourget airport yesterday, is another key figure at the conference. Moscow has supported North Vietnam with military and economic aid during the war years. North Vietnamese Foreign Minister Nguyen Duy Trinh was another arrival at Le Bourget.

    The conference brings together 12 participating governments and the United Nations Secretary-General Kurt Waldheim.
