    Uganda and Kenya were continuing talks on Thursday (5 August) aimed at easing tensions which have brought the two countries close to war in recent weeks.

    SYNOPSIS: The talks began in Nairobi on Wednesday (4 August) and Kenyan officials waiting at the airport were concerned when the Ugandan negotiators were two hours late. The Kenyans were unsure who would be in the Ugandan team until they actually landed in President Idi Amin's personal aircraft. When the Ugandans did arrive, there was surprise at the absence of some ministers.

    Ugandan's Foreign Minister had been expected, but the delegation was led by the country's Minister of Power and Industry, Colonel Dusman Sabuni. Several other Ugandan government ministers and top civil servants were among the negotiators. Kenya's Foreign Minister, Mr. Munyua Waiyaki greeted the Ugandans and presided over his country's team for the initial negotiations. The first meetings were held in private with no statements given to newsmen.

    The latest attempt to improve relations follows an attempt to mediate several days before by the Secretary-General of the organisation of African Unity (OAU), Mr. William Eteki Moboumoua. Mr. Eteki also took part in the latest talks.

    Relations between Uganda and Kenya reached their lowest point in recent weeks following the Israeli commando raid on Uganda's Entebbe airport to free Israeli hijack bostages.

    Kenya has laid down a series of tough conditions for normalising relations with Uganda -- now badly short of fuel which usually passes through Kenya. These include repayment of debts said to total more than 47 million U.S. dollars but President Idi Amin denies Uganda owes anything. Uganda accuses Kenya of blockading the border, but Kenya denies this.
