PRESIDENT BEN BELLA OF ALGERIA AND KING HASSAN OF MOROCCO SIGNED THE PACT AFTER TWO DAYS OF NEGOTIATION IN THE CAPITAL OF MALI. OTHER SIGNATORIES WERE EMPEROR HAILE SELASSIE AND PRESIDENT KEITA OF MALI.

A CEASE-FIRE ALONG THE ENTIRE FRONT WILL COME INTO FORCE FROM MIDNIGHT NOVEMBER 1ST. ALGERIAN AND MOROCCAN TROOPS WILL THEN WITHDRAW TO THE LIMITS OF A DEMILITARIZED ZONE TO BE GET UP BY A FOUR-POWER COMMISSION OF MOROCCAN, ALGERIAN, MALI AND ETHIOPIAN OFFICERS. LATER, A COMMISSION WILL EXAMINE CLAIMS TO THE DISPUTED REGION, SAID TO BE RICH IN MINERAL DEPOSITS.

FOR THE SIGNING CEREMONY, THE FOUR HEADS OF STATE SAT SIDE BY SIDE AT A LONG OAK TABLE. BEFORE THEM WERE FOUR RED-SOUND COPIES OF THE AGREEMENT. BEHIND STOOD MINISTERS AND ADVISERS. AFTER SIGNING, KING HASSAN AND MR. BEN BELLA SHOOK HANDS, THE KING SMILED BUT THE ALGERIAN LEADER REMAINING GRAVE-FACES, ACCORDING TO REPORTS.

THE AGREEMENT IS WIDELY CONSIDERED A TRIUMPH FOR THE TIRELESS MEDITATION EFFORTS OF EMPEROR HAILE SELASSIE. HE SUCCEEDED IN SPRINGING TOGETHER PRESIDENT BEN BELLA AND KING HASSAN WHEN IT SEEMED LIKELY THAT THE TWO LEADED MIGHT LEAVE BAMAKO WITHOUT SEEING EACH OTHER.
