    Russia's First Deputy Premier Anastas Mikoyan is still touring Cuba. His exact movements have been secret since Friday's out-burst of shooting near the Soviet exhibit in Havana. The shooting was apparently caused by trigger-happy police assigned to protect Mikoyan.

    Late yesterday (2/7/60), Mikoyan made his first public appearance since Friday's shooting. He paid a surprise visit to a Havana union hall where several thousand textile workers were holding a mass meeting. Mikoyan may have felt he never left Russia. The stage was filled by a company of girls, carrying rifles, chanting revolutionary slogans and wearing uniforms. The audience loved it. All this is part of Castro's program to put as many civilians as possible into the Cuban militia to defend the country against invasion. Old-time Communists understand this type of phobia. Mikoyan's guide was Major Ernesto "Che" Guevara (CQ), the bearded and pony-tailed banker. He is considered the top pro-Communist in Castro's government. Guevara is now president of Cuba's National Bank. Mikoyan was coaxed into making a speech, broadcast over Cuban radio and television. So Mikoyan talked of Russia's desire for "peace forever," but warned of the Soviet's tremendous missile power which would deter those who wanted to start war. The audience seemed to approve every word, particularly the anti-American references. After his speech, Mikoyan left for a meeting with Fidel Castro and other top Cuban officials.
