    BRITAIN AND RHODESIA WILL TODAY (TUESDAY) RESUME NEGOTIATIONS IN SALISBURY ON THE RHODESIAN INDEPENDENCE DISPUTE. MR. GEORGE THOMSON, THE BRITISH NEGOTIATOR, AND THE RHODESIAN PREMIER, MR. IAN SMITH, YESTERDAY (MONDAY) MET FOR SIX HOURS IN SALISBURY IN A BID TO BREAK DOWN THE FINAL BARRIERS TO A SETTLEMENT.

    REUTER SAYS THAT RHODESIA WILL NOT BUDGE OVER THE ISSUE WHICH BLOCKED AGREEMENT BETWEEN BRITAIN'S PRIME MINISTER, MR. WILSON, AND MR. SMITH DURING LAST MONTH'S TALKS IN GIBRALTAR.

    THIS CONCERNS BRITAIN'S DEMAND FOR STRONG GUARANTEES PROTECTING THE FUTURE POLITICAL RIGHTS OF RHODESIA'S AFRICAN MAJORITY. IT ALSO WANTS THE JUDICIAL COMMITTEE OF THE PRIVY COUNCIL TO HAVE THE RIGHT TO VETO ANY AMENDMENTS TO THE CONSTITUTION WHICH WOULD WORK AGAINST THE DEVELOPING AFRICAN MAJORITY.

    RHODESIAN OFFICIALS HAVE DESCRIBED THE TALKS TO DATE AS "TOUCH, RESTRAINED AND CAREFUL".

    THE RHODESIAN GOVERNMENT, REUTER SAYS, MAY ALSO GIVE ITS ANSWER TODAY TO MR. THOMSON'S REQUEST TO MEET AFRICAN NATIONALIST LEADERS DETAINED BECAUSE THEIR POLITICAL ACTIVITIES WERE CONSIDERED A THREAT TO SECURITY.
