    THE GHANA GOVERNMENT LAST THURSDAY (MARCH 12) PLACED A NUMBER OF ESSENTIAL COMMODITIES OF OPEN GENERAL LICENCE IN A BID TO COMBAT THE PRESENT SHORTING IN THE COUNTRY. INCLUDING IN THE NEW MEASURES ARE SUGAR, MILK AND FISH.

    THE MINISTER OF FINANCE AND ECONOMIC PLANNING, MR. JOSEPH MENSAH ANNOUNCED THE NEW ARRANGEMENT IN A SPECIAL STATEMENT TO PARLIAMENT IN ACCRA. HE EXPLAINED THAT BY PLACING THE ESSENTIAL COMMODITIES ON OPEN GENERAL LICENCE, INTERESTED BUSINESSMEN COULD NOW ORDER THEN AS MUCH AS THEY WERE FINANCIALLY ABLE.

    MR. MENSAH SAID THAT ALTHOUGH THE MEASURES WOULD MEAN A GREAT DEAL OF EXPENDITURE IN THE FIRST FULL YEAR, THE GOVERNMENT CONSIDERED THE USE OF FOREIGN EXCHANGE WAS JUSTIFIED. HE SAID THAT THE PRESENT SITUATION OF QUEUING COULD NOT BE JUSTIFIED BECAUSE THE GOVERNMENT HAD MADE ADEQUATE ALLOCATION TO OVER THE COMMODITIES.
