    Background: Indian Prime Minister, Morarji Desai opened an international Solar Energy Congress in New Delhi on Tuesday (16 January). The congress, which is meeting for a week, is to discuss the best ways in which the sun's rays can be used to solve the Third World's energy shortage.

    SYNOPSIS: The congress venue was the Vigyan Bhavan in New Delhi. Sponsored by the International Solar Energy Society the talks have attracted about 1,000 delegates -- including 350 solar energy experts from more than 50 countries.

    The Indian Premier -- seated between Mr. W.H. Klein, the outgoing President of the Congress, and Mr. Atma Ram, Chairman of the Indian Science and Technology Committee. Mr. Desai told delegates that the sun could provide an inexhaustible source of energy for all mankind.

    Mr. Desai's opening speech was considered of special importance to Third World countries. He urged scientists to continue research into solar energy sources, and stressed that the sun's energy was one power source which no country could monopolise, as could happen with oil and atomic energy.
