    VOTING HAS BEEN UNEXPECTEDLY HEAVY IN INDIA FOR THE WORLD'S BIGGEST GENERAL ELECTION. LONG ORDERLY QUEUES IN DELHI FEB. 24 STARTED THE CAPITAL'S POLLING ON A BRISK NOTE.

    COUNTING WAS IN FULL SWING THROUGHOUT THE COUNTRY THE NEXT DAY. IT WAS THOUGHT THAT AROUND 130 MILLION PEOPLE OUT OF A POSSIBLE 210 MILLION HAD VOTED. PRIME MINISTER NEHRU'S CONGRESS PARTY TOOK AN EARLY LEAD AS THE FIRST RESULTS WERE DECLARED THAT NIGHT.

    NO RESULT HAD YET COME THROUGH FROM NORTH BOMBAY - THE HARDEST FOUGHT SEAT IN THE ELECTION - WHERE THE MINISTER OF DEFENSE, MR. KRISHNA MENON, WAS OPPOSED BY MR. ACHARYA KRIPALANI, A 74-YEAR-OLD GANDHIAN DISCIPLE. DURING THE CAMPAIGN THE DEFENSE MINISTER HAS BEEN ACCUSED OF BEING A "FELLOW TRAVELLER". THIS CHARGE HAS BEEN VIGOROUSLY DENIED BY MR. NEHRU HIMSELF.

    SOME 2,900 STATE ASSEMBLY CONSTITUENCIES AND 494 PLACES IN THE LOWER HOUSE AND THE CENTRAL PARLIAMENT ARE BEING FILLED IN THIS ELECTION, AND IT WILL BE SEVERAL DAYS BEFORE RETURNS ARE COMPLETE.
