    United Nations Secretary General, Kurt Waldheim arrived in Kampala, Uganda, on Saturday (26 July) for the Organisation of African Unity (O.A.U.) Summit meeting. He was greeted at Entebbe airport by senior Ugandan officials and dancers.

    Dr. Waldheim flew in from Egypt where he had been discussing developments in the Middle East with Egyptian President Anwar Sadat. At a news conference on his departure, he warned that the coming three months were crucial to the search for peace.

    Egypt, after threatening not to renew the mandate for the U.N. Emergency Force in the Middle East, relented and agreed to a three month extension. Israel had sought a six month extension.

    The question of the Middle East is also expected to come up at the O.A.U. summit. Already Ugandan President Idi Amin, the host of the summit, has said he believes Israel is planning a pre-emptive air strike against Egypt. He said current negotiations are helping Israel to complete its military preparations.

    Meantime, the African Foreign Ministers, who are already in Kampala setting the stage for the summit on Monday (28 July), are considering a resolution directed against Israel. There is a difference of opinion, however, as to whether the resolution should demand that Israel be expelled from the United Nations outright or simply deprived of membership until it adheres to U.N. resolutions calling for it to give back occupied Arab lands.

    Three nations are boycotting the summit -- Tanzania, Botswana and Zambia. President Amin has accused them of spying for the white minority regimes of South Africa and Rhodesia. (This film is serviced with comments by Mr. Waldheim as he arrived in Kampala. A transcript follows:)
