    THE CZECHOSLOVAKIA PRIME MINISTER, OLDRICH CERNIK, TOLD PARLIAMENT YESTERDAY (FRIDAY) OF WHAT HE CALLED "A SERIOUS DANGER TO THE RIGHT" UNDER THE PROGRESSIVE DUBCEK ADMINISTRATION.

    MR. CERNIK, WHO HAD RETURNED FROM TALKS IN MOSCOW TWO DAYS BEFORE, TOLD THE 277 DELEGATES IN THE SPANISH HALL OF THE ANCIENT PRAGUE CASTLE THAT TALKS WOULD START SOON ON THE NEXT STAGE OF THE WITHDRAWAL OF WARSAW PACT OCCUPATION TROOPS FROM CZECHOSLOVAKIA. THE CZECH LEADER PLEDGED HIS COUNTRY'S LOYALTY TO THE SOCIALIST COMMUNITY BUT ADDED THAT PRAGUE DID NOT NEED RUSSIA'S HELP IN GUARDING THE WESTERN BORDER WITH WEST GERMANY.

    HE SAID THAT DEVELOPMENTS UNDER MR. DUBCEK'S ADMINISTRATION HAD SHOWN "RASHNESS AND IMBALANCE." MR GOVERNMENT MET MOSCOW'S DEMANDS BY PRESENTING TO PARLIAMENT CURBS ON THE PRESS AND LEGISLATION TO BLOCK THE GROWTH OF NEW POLITICAL ORGANISATIONS. MR. DUBCEK WAS IN THE HALL TO BEAR MR. CERNIK MAKE THE SPEECH. THE SOVIET DEPUTY FOREIGN MINISTER, VASILY KUZNETZOV, LATER MET WITH MR. CERNIK. EARLIER HE HAD TALKS WITH PARLIAMENTARY OFFICIALS.
