    THE PRESIDENT OF SENEGAL, LEOPOLD-SEDAR SENGHOR, HAS THREATENED TO RETALIATE AGAINST ANY NEW PORTUGUESE ATTACK ON HIS COUNTRY. HE WAS REFERRING TO ALLEGATIONS THAT NEIGHBOURING PORTUGUESE GUINEA TWICE SHELLED A VILLAGE IN SOUTH-WESTERN SENEGAL IN NOVEMBER AND DECEMBER.

    PRESIDENT SENGHOR WAS SPEAKING IN DAKAR ON TUESDAY NIGHT AT A PRESS CONFERENCE HELD AT THE END OF THE SEVENTH PROGRESSIVE UNION CONGRESS. HE WAS RE-ELECTED AS THE PARTY'S SECRETARY-GENERAL.

    THE PRESIDENT ACCUSED THE PORTUGUESE OF WAGING PSYCHOLOGICAL WARFARE AGAINST SENEGAL. AT THE SAME TIME, HE DISMISSED REPORTS FROM PORTUGUESE GUINEA THAT ATTACKS AGAINST PORTUGUESE POSITIONS WERE MOUNTED FROM INSIDE SENEGAL. PRESIDENT SENGHOR SAID THE NATIONALISTS IN PORTUGUESE GUINEA HAD SENEGAL'S MORAL SUPPORT, BUT HIS GOVERNMENT EXPECTED SENEGAL'S TERRITORIAL INTEGRITY TO BE RESPECTED BY BOTH SIDES.

    QUESTIONED ON THE SUBJECT OF NIGERIA, PRESIDENT SENGHOR SAID THE PROBLEM WAS A SIMPLE ONE. ONE SIDE SOUGHT FEDERATION, THE OTHER CONFEDERATION...THE PROBLEM WAS TO FIND A MIDDLE WAY.

    ON O.E.R.S. -- THE ORGANISATION OF THE SENEGAL RIVER STATES (GUINEA, MALI, MAURITANIA AND SENEGAL) -- THE PRESIDENT SAID THAT A MEETING OF HEADS OF STATE WOULD BE HELD IN JANUARY. THE SITE OF THE MEETING AND THE SPECIFIC DATE WERE NOT GIVEN.
