    HE WAS RIGHT... AT THAT TIME, THE SOVIET UNION EXPLODED A NUCLEAR DEVICE - WITHIN 24 HOURS OF THE SOVIET GOVERNMENT'S DECLARATION THAT SHE WAS TO RESUME TESTING.

    ACCORDING TO AN ANNOUNCEMENT FROM THE UNITED STATES, THE TEST WAS CONDUCTED IN THE GENERAL AREA OF SEMIPALATINSKI IN CENTRAL ASIA, ABOUT 400 MILES FROM THE MONGOLIAN BORDER. THE DEVICE HAD A SUBSTANTIAL YIELD IN THE INTERMEDIATE RANGE, AND WAS DETONATED IN THE ATMOSPHERE.

    THE EXPLOSIONS WAS THE FIRST TO BE DETECTED SINCE NOVEMBER, 1958.
