    SIR PATRICK RENISON, THE GOVERNOR OF KENYA, OPENED THE CONSTITUTIONAL TALKS AT GOVERNMENT HOUSE, NATIONAL, SEPT 4, AND GAVE A NUMBER OF INDICATING OF THE LIKELY PACE TO FULL INDEPENDENCE. HE DESCRIBED THE AFRICANS' SUGGESTION OF FEB 1 NEXT YEAR AS INDEPENDENCE DAY AS "UNREALISTIC AND IMPRACTICABLE"; UNDERLINED THE NEED FOR ECONOMIC RECOVERY; AND WELCOMED THE STATEMENT ON LAND TITLES AND PROPERTY RIGHTS SET OUT IN THE JOINT MEMORANDUM OF THE KADU AND KANU PARTIES.

    SIR PATRICK SUGGESTED THAT THE LATTER PART OF 1962 WOULD BE THE EARLIEST TIME FOR COMPLETE INDEPENDENCE. HE SAID IT WOULD NOT BE POSSIBLE TO COMPLETE ALL THE ARRANGEMENTS AND THE LEGISLATION AND HOLD AN ELECTION IN LESS THAN EIGHT OR NINE MONTHS FROM THE TIME WHEN THE FORM OF CONSTITUTION WAS DECIDED. FOR THE TIME BEING, THE GOVERNOR WELCOMED THE IDEA OF A COALITION GOVERNMENT.

    IN A PASSAGE THAT WAS REGARDED AS A DISAPPOINTMENT BY KANU MEMBERS AT THE MEETING, SIR PATRICK STRESSED AGAIN THAT NO ACTION WOULD BE TAKEN BY THE BRITISH GOVERNMENT TO MAKE JOMO KENYATTA ELIGIBLE FOR ELECTION TO THE KENYA LEGISLATIVE COUNCIL UNTIL PARLIAMENT REASSEMBLES AT WESTMINSTER NEXT MONTH. ALSO, KENYATTA WOULD FIRST HAVE TO QUALIFY FOR INCLUSION IN THE ELECTORAL REGISTER BY TWO MONTHS' RESIDENCE IN THE KIAMBU AREA.

    SPEAKING ABOUT TERRITORIAL PROBLEMS IN KENYA, THE GOVERNOR SAID HE EXPECTED SOON TO MAKE A STATEMENT ON THE REVISION OF THE TREATY UNDER WHICH THE COASTAL STRIP IS LEASED FROM THE SULTAN OF ZANZIBAR. ON THE FUTURE OF THE NORTHERN PROVINCE AND THE GROWING MOVEMENT AMONG SOMALIS LIVING THERE FOR SECESSION FROM KENYA AND UNION WITH THE SOMALI REPUBLIC, HE PROMISED THAT REPRESENTATIVES FROM THE PROVINCE WOULD BE HEARD DURING THE CURRENT TALKS.
