    IN HIS SPEECH OPENING THE CONGRESS, THE PRESIDENT WAS REPORTED TO HAVE CALLED FOR RADICAL CHANGES TO LIVING CONDITIONS IN THE REPUBLIC.

    HE WAS STRONGLY CRITICAL OF SHORTCOMINGS IN THE ADMINISTRATION OF GOVERNMENT MINISTRIES AND IN THE POLITICAL STRUCTURE OF THE COUNTRY. THERE WAS CRITICISM, TOO, OR PRIVATE ENTERPRISE AND THE MANNER IN WHICH COMMERCIAL UNDERTAKINGS WERE OPERATED.

    THE PRESIDENT DECLARED THAT IF THE ADMINISTRATION AND COMMERCIAL SECTORS WERE REORGANISED TO PROVIDE GREATER EFFICIENCY, THE LONG-TERM ECONOMIC PROSPECTS OF THE COUNTRY WERE GOOD.
