    Prime Minister, Carlos Arias Navarro, announced on Wednesday (28 January), that Spain would set up a two-house parliament and lift a ban on all political parties except Communists and Anarchists.

    In a long-awaited policy speech to the Cortes (Parliament), he also promised to relax some restrictions on the freedom of assembly, speech and demonstrations. But he said the post-Franco government would not tolerate anarchy or disorder.

    Senor Arias said laws on the royal succession would be revised to allow Prince Felipe, 7-year-old son of King Juan Carlos, to assume the throne before he is thirty and permit the queen or a daughter to rule if necessary.

    He promised to decentralise the government and give minorities like the Basques and Catalans greater autonomy.

    The government was determined to institute a Spanish-style democracy, copied from nobody, he said. But he did not announce a referendum to change the constitution and did not say whether either of the two houses of parliament would be decided by proper elections.

    Senor Arias said tax reforms would be introduced to bring about greater social justice and steps would be taken to solve economic problems which have led to Spain's serious labour troubles.

    He reiterated Spain's desire to join the European Common Market and its interest in membership of the North Atlantic Treaty Organisation (NATO).
