As a result of the discovery of the alleged plot, heavy security precautions were in force when Mr. Humphrey arrived at West Berlin's Tempelhof Airport earlier today.

Mr Humphrey arrived in West Berlin from Bonn, the West German capital, and he was greeted at the airport by officials and a mixed Guard of Honour made up of American, British and French military units and a West Berlin Police detachment. He received a 19-gun salute.

Leaflets handed out by students in West Berlin today claimed that the "bombs" confiscated by the police -- who arrested 11 students last night on suspicion of plotting a bomb attack on Mr Humphrey -- were in reality only smoke-bombs, intended to be used to ridicule Mr. Humphrey's visit. The Vice President will be in West Berlin for 20 hours as part of his tour of European capitals for President Johnson.
