    TRANSCRIPT: DESTA: "A number of victories have been scored over the last three years by the African continent in the political sphere. However, in terms of economic development Africa remains the least developed country and is still under foreign exploitation. The legacy of the colonial trade and distribution system and the domination of these activities by foreign firms and organisation reveals the fact that Africa's foreign trade has been directed to satisfy the needs of the colonial bankers and not the needs of the colonial bankers and not the needs of African countries themselves. As a result of this structural problem the flow of trade among African countries is diminishing. The infra-African export trade which was seven per cent in 1955 dropped to 4.3 per cent in 1976. Similarly the intra-African imports which had a share of 6.1 per cent in 1955 dropped to 4.2 per cent in 1976. As ministers of trade it is your responsibility to find ways and means to rectify this situation."

    Background: African trade minister have been attending a conference in Ethiopia to discuss international economic relations as factors in African development. The conference was set by the Economic Commission for Africa in co-operation with the Organization of African Unity. Assistant Secretary General of the Provisional Military Administrative Council in Ethiopia, Lieutenant-Colonel Fesseha Desta, who is also Deputy Chairman of the Ethiopian Council of Minister, addressed the inaugural session of the Conference in Ababa on Monday (March 17). Lieutenant-Colonel Desta outlined a programme for action on expansion of trade between African countries.
