    American Secretary of State, Christian Herter and his wife, were private luncheon guests of Russia's Andrei Gromyko and his wife at their Geneva, Switzerland, villa July 18. It was Mr. Gromyko's 50th birthday anniversary.

    As a birthday present, the Supreme Soviet awarded him its highest honour, the Order of Lenin, "for highly meritorious services to the Soviet State". The award was announced on Moscow radio July 17.

    Western foreign ministers, at a plenary session of the four-power conference in Geneva July 20, will attempt to overcome Gromyko's insistence on discussing the development of East-West German contacts before getting down to details on Berlin. This, they feel, would force them to acknowledge the existence East Germany's Communist dominated government.
