Background: INTRODUCTION: The President of Kenya, Mr. Daniel Arap Moi, arrived in Lagos on Wednesday (11 March) for a four-day state visit to Nigeria. He was expected to have talks with President Shehu Shagari on African and world issues, and about the sale of Nigerian oil to Kenya.

Many African states have tried in vain to obtain a specially low price from oil producers like Nigeria. But reports said Mr. Moi would try to reach a bilateral deal on reduced prices during his visit.
President Shagari was expected to talk to Mr. Moi about Kenya's arrangement with the United States for the use of Mombasa as a base. Nigeria's pro-government newspaper.'National Concord', said the arrangement is against the interests of freedom fighters in southern Africa. The newspaper also urged Kenya, the host at the Organisation of African Unity's next summit meeting, to play a more dynamic role in the Organisation's affairs.
But on the domestic front it's cheaper oil that Kenya most urgently needs. Addressing Kenya's parliament on Tuesday (10 March), President Moi emphasised the difficulties caused by the soaring price of oil. This problem might be partly solved during his stay in Nigeria.
