    Background: The new Prime Minister of the UAR, Dr. Mahmoud Fawzi, had his nomination confirmed at a meeting of the higher executive committee of the ruling Arab socialist Union in Cairo yesterday (Tuesday).

    The 70-year-old Dr. Fawzi, a veteran career diplomat, had been foreign affairs advisor to the late President Nasser since 1967. President Sadat and Dr. Fawzi have now taken over the two roles occupied by Nasser for three years after the June war defeat by Israel, when he streamlined his administration and concentrated power in his own hands.

    The executive committee's appointment of Dr. Fawzi follows his distinguished career as a diplomat which included posts in Britain and the United Nations. He became Foreign Minister for 12 years. Dr. Fawzi is a shrewd and experienced negotiator with a wide reputation in international circles. He is one of the few men who survived in the Egyptian Government after the 1952 revolution which overthrew King Farouk.

    President Sadat, who has supported the choice of Dr. Fawzi, has stated that Egypt is prepared to agree to extending the present cease-fire for another 90 days. He said on Monday that this offer depends on Israel accepting the conditions of the peace initiative laid down by the US Secretary of State, William P. Rogers.
